International Shipping/Customs

So I live in Costa Rica where I can't get snüs or pipe tobacco, and my current tobacco mules (my parents and brother) are about to move here full-time so I'll be outa luck.

I know every country is unique, but does anyone have experience with ordering tobacco products internationally from the US and how to go about handling the customs agencies?
When traveling i know 500grams is duty-free, is that usually the same for shipping as well? Or does tobacco always have to be declared?

Also, what US vendors will ship internationally? I usually use pipesandcigars.com.

Meh, im off the grid and already do chickens, rabbits, goats, (bout to start fish farming), grow a basic veggie garden, all kinds of different root vegetables, dozens of different fruits... Im not even gonna try and process/blend pipe tobacco that I actually enjoy. Growing is the easy part. Gotta have that latakia!
