I can't say I've ever had a stuck silver spigot, but cold usually does loosen them (in fact smoking them in cold weather is a little risky)
You can also use an eye-dropper and put a few drops of alcohol into the spigot, that will loosen and lubricate the tar (but evaporates quickly)

I was wondering.

That may be tough. If it was a home job someone could of used many types of adhesive.

Dont take my word for it but I would be incline to try and warm the metal portion. Just maybe it will soften the adhesive used.

What makes you think they are reversed?

The hallmarks are mismatched.

The 107 has an H on the olive, straight stem, but the scales hallmark on the ferrule.

The 68 has scales on olive, right shape stem, but an H on the ferrule.

You might also try just water (but not hot to discolor the vulcanite).
Maybe someone used school glue

Thats the bummer...it could be anything from elmers to epoxy, to superglue (assuming it was glued at all).

Given what SSjones states, Id leave them alone.

I didnt know pete did that but it did seem odd to me that someone would happen to own 2 pipes and both the pieces would come off at the same time so that they could be repaired and mismatched. Those are pretty long odds.

Im no pipe expert but looking at them I dont see that there is a lot to be aesthetically gained by switching them. There is a lot to be lost by breaking them.

The rest of the lot had all mismatched stems and I know the owner dabbled in some diy repairs. With that extra information I am 100% convinced the went loose at some point and he superglued them back on the wrong stem. The only question is how much glue did he use... If there is a solid layer of glue all over it might be impossible to take out, since he actually did a good job and there are no gaps on the edges

No stems or spigots were harmed in the process!

Damn, the bent one as a b***h to pull out... There was epoxy and CA glue and even after it released it took over an hour to get it out...

Alright all it took was an infinite amount of salt water ice baths, heat gun, ifixit tools, dental tools and acetone...

The big break through was dipping the bottom in acetone and painstakingly scratching off the glue from the groove between the vulcanite and silver.

On the the 107 that was enough for me to be able to get some acetone in there, but not for the 68...
So I played The Dead South, in order to channel some redneck enginuity and got the brilliant idea to stuff a thin piece of cotton into the grove, turn the stem upsidedown, dip the cotton tail into the acetone and let capillary action take care of the rest..IMG_6308.jpeg
