Starting to Get Obsessed
I was disappointed that it will be breezy (14-16 mph, too strong for umbrellas) here on the beach during our timeshare week but it worked out. All I brought was a Missouri Meerschaum, a torch, and a tin of Three Nuns, because smoking wasn't looking good.

But, when I placed a Tommy Bahama standard-back chair directly in front of me to break the wind I thought it might be tolerable so lit up.

Of course, the cob wanted to smoke itself (hot) with the remaining breeze so I stuck a couple of strands of tobacco into the filter chamber (which I don't use), and not only did it slow the pipe but I think it even added a little flavor. (Note: just a little because the tobacco swells). Afterwards, I blew that wet tobacco out of the stem like a spit wad through a straw.

A stray cinder caught in my beard (ouch) so I tipped a small shell over the bowl to control them.

Four bowls later, I'm looking forward to this evening when I can monitor the many turtle nests for some activity with that beater-cob again.

Good idea. Almost any small object (such as a match book cover) can be clapped firmly on the rim and you can still draw through. Wind caps don't do well in winds of 15 mph+. This both prevents embers flying out, and too much oxygen fanning the flame.

Cup the bowl and light the pipe. Works fine all the time. Use my hand as cover and just smoke away. Not that different from smoking any form of tobacco. When I have to do that, I usually use Bic. Zippo flame can get scary big right after the fill up.

Try a windcap
I agree with romaso. I picked up a couple of windcaps for just this purpose. You can get them lots of places and they're cheap. Here's a link to the Country Squire:

I have been on the same page until recently. Suddenly, I can smoke in heat and humidity, preferring cobs to briars for them.
Cobs in really hot weather feel much better than briar to me. My hands get sweaty when it’s hot and smooth briar just slips around.

Also, I smoked a pipe on the deck of a cruise ship at night, once with a wind cap and once using cupping method described by bullet08 above. Both ways worked just fine.

Maybe I'm a weirdo, but I don't like smoking in open spaces, on the contrary. I would do it, if the wind speed was zero, the minimum. It takes my concentration away, and I don't appreciate the aroma, just like with a cigar. In the country house, on the small terrace, or at the golf club, on the outside terrace, but it is protected with semi-open glass and the wall, in the open air.
