Anchor is the Birmingham assay office, I think you will find M is for 1936. See link below:

@OzPiper and @condorlover1 36’ or 61 were the two I had picked out. Thanks for the help. Couldn’t find any other info on the pipe so I at least thought I’d try and get the date right! @OzPiper It’s a cheap eBay pipe I picked up (still not in my possession) that I liked the grain and shape of. I haven’t had any luck with the manufacturer yet. 
Top pic says “Manshire” over “Royal Root Briar”, not sure about bottom photo.

Manship seems to be a Midlands name, so a Birmingham assay makes sense in that respect.
The 1961 mark is M, 1936 is M.
