It would appear it’s from Birmingham, England, by Alfred Jerrold Nathan. If the letter is a “t,” it seems it is from 1893. The stem is made of horn. The value is whatever someone is willing to pay.

Unless it is a Barling, Sasieni, Comoy or Charatan, it is pretty much a buyers market.
Some BBBs. Loewe's and GBDs perhaps.
Even from that era.
