I just bought 2oz bulk of this C&D counsolation and it seems dry it is kind of crackly and not sticky at all I got it from pipesandcigars is it just this blend or did it dry out on the ride in will they take it back

Do you mean C&D's Constellation? Its a latakia blend. I have found that some of their latakias tend to be on the dryer side,ie. Raja's Court. You can make add a bit of moisture by spraying a small amount of distilled water on it (a fine mist) and wait a couple of days to see if it is where you want it to be.

There are other methoods of bringing the moisture content that other folks on this forum use and they seem to have good success.

Its worth a try before you go through the bother of sending it back or you can call them to ask if your shipment is atypical.

C&D typically makes many of their blends a little dryer than other producers, but they usually smoke good that way.
Did you try smoking it?

yea but I am new and dont know much it bite me a little like it was smoking hot but that could of been me like I said I am new

Put the tobacco in a glass bowl and lay a damp paper towel over it for a couple of hours and then test for moisture. If it is to your liking then go for it. If still too dry give it a while longer.

Like Kevin said; C&D blends tend to be more on the dry side compared to other manufacturers. This is because they only use distilled water for a moistener on most of their blends.

A quick fix, recommended by John Patton (tiltjlp), the master and chief advocate of dry tobacco, is to fill a pipe and breathe down into the bowl a couple of times, and let it sit for a few minutes.
Normally most folks prefer their tobacco on the dry side as the flavor gains a subtle clarity; but former cigar and cigarette smokers usually mistake it for being stale. Greg Pease has written on this topic a bit too.
Besides John Patton and some C&D blends, Russ Ouellette's LJ Heart Burley is a bone dry tobacco that, as an after dinner smoke, is to die for -- and it has the consistency and cut of aquarium fish food flakes!
My advice is to ignor the advice of the people telling you to rehydrate it! Unless it has crumbled into powder, it's probably meant to be at the moisture level it was packaged. So there you have it: both sides of the issue. And on this one, my advice is right.

I agree that it's probably meant to be at the moisture level it was packaged.
Since jship079 wanted to hydrate it, I pointed out the link.
Like if someone wanted a well done steak, I would serve it to them even though that's not how I think it is best enjoyed.

Thanks guys now I know there blends are on the dryer side I am fine with that as long as I not buying stale smoke from a site.

I must apologize for not being more circumspect in my response to your question. I was having a particularly bilious moment. What I said was only correct "as a rule"; and we should never be blindly obedient to a rule. Certainly, if you don't enjoy smoking drier leaf, then moisten it following Bob Tate's procedure(s).
Also, in your question, the word "bulk" failed to register with me. It's very possible that a bulk-supplied blend could have dried out on the shelf. Usually that'll mean more product by weight for you! LOL. If, without grinding it to a powder, you can coax a pinch of the tobacco to release some oil and/or resin, then it's generally not too late to rescue it with some careful rehydration. YMMV.
