Hey guys I was wondering if any of you had one of these if so do you think this can be fixed?

Looks to be standard oring material cut both ends at a 45 and super glue the ends back togather . If the oring is dry rotted stop by a local Catapillar dealer or bearing supply for a new one . 8)

Sure it can be fixed. Take it in to a parts shop or garage, they'll get you the right diameter, and maybe even a better material. You should probably get 4 new ones.
