Comoy's ??? (Cigar Punch?)

My buddy picked this up as well. Sterling with a B hallmark, which appears to be for 1957. The drill bit screws out. Is this a cigar punch or a pipe tool??

I saw one on ebay and couldn't figure what it was.

It's a cigar drill designed to be worn on a fob chain by the looks.

There are actual a couple listed on ebay an are classified as cigar drill punch's. Great find!
