Cleaning Advice for a Meerschaum

I recently bought an estate meerschaum pipe. pretty dirty on the outside and extremely dirty on the inside. different things I've read have said I need to scrape away the carbon cake on the inside of the bowl. is this accurate?

also how can I clean the outside of the bowl without damaging it? Is it OK to just use water and soap?
