Cary Magic Inch Question

I have a pipe like the one in the pictures with small holes on the mouthpiece but I cant smoke it because the air esscapes in the tiny holes. Should it be like that? its impossible to smoke it.

I stopped using the filter on my Carey. Threw it away and put tape around the piece where the filter would go. Smokes fine like that.
