Let's see what I can give you more about the pipe, besides the huge article about the history of that design. It is made of a material known as Meerschaum. Whether it is carved from true block meerschaum or compressed would require me to see it in person. But, the heavier it is, the less likely it is to be pure block. It is also most likely carved in Turkey, where they mine the meerschaum stone. It was pure white when first carved and it has gotten a color (or patina) from people smoking it and the oils from the tobacco and smoke have given it that color. You can still buy that same design today brand new. It is a very popular design motif, mostly for the reasons stated in the article.
There is absolutely no way that I can give you a date or artist. In Turkey those guys just set all day and carve, carve, carve, cranking out hundreds of pipes. Unless it has a name on it or a date...
