Yes! It looks to be in need of a good clean, only.
It's actually a shape 39, as in the pics above - although the shape number is on the underside of the shank near the bowl. It also has the name, "Mentor" stamped on it.

Pretty sweet find. It's somewhat rare to find pipes that are identifiably from that era, but lack (hallmarked) silver bands. Very cool.
