Either, depending on what the base tobacco or blend is. Some blends would swallow the Virginia's sweetness, I think, whereas others would let it shine. Unflavored black Cavendish lends nice volume to the smoke and gives a nice basso profundo sweetness. It's like comparing powdered sugar and molasses in a recipe. When in doubt, try both.

I'm following this with interest, as I'd like to sweeten up my Old Ironsides. What's a good black cavendish to try?
Lane BCA is a good one. Inexpensive. Easy to find. Made to smoke alone or to blend. Good quality.
