From what I've

Most Aussie lamb is pasture raised
@Brendan may be the best person to ask as he comes from a prime lamb region.

From what I've read, yes, something like 90% or more is pasture fed. I've always assumed that, but did a quick google to be sure. I'm guessing they allow for grain feeding during times of severe drought.
Next time I buy some Cowra lamb cutlets I'll post some picks - they are a thing of beauty.
