1890 Cased pipe: Any Maker's Suggestions?

Spotted on eBay tonight I thought it might possibly be a treasure...anyone got any ideas? It is of course offered for sale by someone who draws mixed feelings in the pipe smoking world :roll:

Without a closeup of the hallmark it'd be just guessing. There are a minimum of two candidates, probably more

I have dealt with this seller a couple of times and always found their meerschaum offering to be quite accurately described!
