    With all due respect... No. International waters begin 12 nautical miles off the shoreline of the US Coast. Inland waters are any waters within that baseline, including the states, ports, channels & navigable waterways. The ship is firmly, 100% within US territorial waters.

    I don't think one thing has to do with the other. Ships, bump docks all the time. It's not as smooth a process as the public might think. Could have been an entirely different crew back in 2016. Certainly a different pilot. I'm sure different weather conditions. All those things play factors...

    Not necessarily... if the port anchor was dropped, and bit (even if it was dragged), the stern would have swung starboard, not the bow... especially if at speed. The video shows the opposite, a hard turn to starboard at the bow. That leads me to think that power and propulsion may have been...

    I'm not familiar enough with the port operations of Baltimore Harbor to give you an informed comment. Usage of guide boats, Pilots, & those sorta of things vary from port to port. I'd hate to make an assumption or speculate. Here's an interesting article I found which some might enjoy reading...
