What kind of pipe are you looking for? Briar? Cob? Meerschaum? Another material? Do you have a budget in mind?
Are there shapes that appeal to you more than others? Ropp’s Etudiant line is quite nice and cost around $50.00 US, but the chambers are on the small side. They’re very nice pipes and made from vintage stummels from Saint Claude. Rossi pipes, are currently made by Savinelli and use the same shapes as Savinelli—they have an 8 prefix, so the Rossi version of the 320 Author is the 8320—the Rossi pipes are a nice way of getting a Savinelli at 2/3 to half the cost.
Briar, new Kaywoodies are the best pipe for the little money they cost. I promise.
I guess what this is the best briar that is not the norm or any briar than reach for the sky. This can be meers also.

That’s entirely subjective. I have pipes I love that cost an arm and a leg and ones that have been had for a song, and enjoy them all. Buy what floats your boat.
Best pipe for the buck is being to general, since everyone’s pockets are a different size, so please be more specific if you have a particular price range you need to stick with.
There are a Factory pipes and even small Artisan Carvers, with fairly low costs as well.
Bottom line, there are thousands of pipes around the world.
So you really need to be more specific here.

It sounds like you are looking for "one" pipe. If I could only own one single pipe it would be a simple meeschaum. 
I've had a lot of luck so far as price:quality ratios with basket pipes.
Got a bent one for dryer aromatics while I'm driving, and a straight H.I.S branded one that I use for Virginias.
Twenty to forty bucks can get you a perfectly functional and decently-sized briar that you won't be too sad if you, say, drop it on concrete causing a few dents.

What car is you beat bang for you buck? If it is a Toyota one answer if is a Porsche a different answer
An estate pipe is probably the best bang for your buck.
I would say Rossi, Ropp and Stanwell have been for me great smokers for well under $100
Most pipes are about the same. They have a chamber where tobacco goes in, and draught where smoke travels to your mouth. Best bang for your buck is one that you think looks best to you. Go to smokingpipes.com , browse around and pick one. Pipe is a simple instrument. Quality of the smoke depends a lot more on the pipe smoker's technique and experience than what he's smoking.
