Why No Ingredient Listings?

Seeing as the FDA or whoever has seen fit to require prominent warnings an cigarette and pipe tobacco packaging, why have they never required manufacturers to include complete ingredient listings on the packaging as well? Have they ever considered that?

At least in the US.
Same reason booze doesn't have to have ingredients or nutrition info listed.
The manufacturer has to have all ingredients approved by the TTB, which, basically, only approves ingredients already "generally recognized as safe". Which is proved by citing where the ingredient is already being used in foods or other similar products. Once approved, the manufacturer doesn't have to tell the consumer anything.
