I opened a tin of 965 from 2006. The top cardboard liner is covered on both sides with what appears to be salt crystals. They are stuck on the cardboard and can't easily be rubbed off. They are not fuzzy like mold. They are not on the tobacco and not on the paper liner. What are they?
