It has the Script Barling with the block Made in England, a 4 digit shape (5959) but also has a size (EXEL) and the TVF, as well as the cross on the stem.

What you have is a post family pipe, late 1962-70. Size 5, shape 95, with a flat stem 9. Although it has the "new" post family era markings, it is not unusual to see the "old" EXEL mark or the T.V.F. mark on pipes from this period.
