Tobacco in the Balkans

Hi everyone
For a really long time I want to start smoking a pipe but it is very hard for me because of the tobacco price.
I live in a balkan country Macedonia and I searched everywhere for pipe tobacco but we don't have it. So I wanted to order the tobacco online but the shipping to my country is very expensive. If the tobacco costs 12$ the shipping is 15$ and I can't afford that kind of money.
My question is if anyone knows the best and cheapest way to order pipe tobacco in the Balkans.
