Stem's Tenon Diameter to Fit the Shank's Mortise Diameter?

How to I reduce the diameter of the stem's tenon to fit the shank's mortise?

But if the tenon is from another pipe, it may be really hard to use this tool. If it is just the tenon from the original pipe that is too tight, then I would suggest just drawing on the tenon with a graphite pencil and then reinserting it. The graphite is an awesome lubricant.

Alternatively, drill or sand open the mortise of the shank to fit the tenon depending on the use case for the adjustment.

The new stem is a Churchwarden, so it won't fit in a vice for a lathe. I don't think I can get the shank in a vice either. It's curved. I don't know that I would trust "freehand" drilling. Looks like the the $80 adjustable turning tool is the solution. Seems like a lot to pay for a one-off usage.

I have that tool. It is also precarious to adjust, so I always adjusted the width of the cut a tad too large and worked my way to the needed width in steps. Otherwise, if you try to adjust it to the perfect width for the first swipe, you can easily overshoot the size and end up with a worthless stem.
