I used to shop at Payless back when it was based in New Orleans and I could just go to its location on St. Charles Avenue and pick up what I wanted. The guy that owned it sold and retired. I'm not sure where it's based now.

Now I often forget about checking to see what they have in stock but they still usually have some good prices.
