I think that's still called a band, although it stands off the stem and shank a bit. Becker does this uniquely well. On many pipes, this divides up the flow and it would be preferable to have a flat band, but Becker is a master of design, so he uses the effect, in this case to give the nosewarmer shortness of the pipe more visual energy. A Becker is almost always going to be pretty. Always fun to see how it's done.
