If that's a photo of the pipe you purchased, I see nothing missing. Those bands are extremely hard to remove from the stems. If not the one you bought, sounds like yours may have a replacement stem.

If you knew the measurement, you might be able to salvedge a ring from an old fountain pen cap.

I have a Roma, and the gold band is embedded into stem, and not a separate floating piece. If the stem isn’t notched, then it’s probably a replacement stem as chasingembers mentioned. This is one of the reasons why I will not buy a pipe without an actually picture of what I’m purchasing... unless you already knew what it looked like. Nonetheless, try reaching out to Savinelli. GL ?

Is the logo still on the stem?

If not it’s almost certainly a replacement as suggested above.

I have a similar pipe and see no way that ring could be removed or lost easily.

I have several Roma’s and I concur with all the above comments.

Get a small piece of flat brass, drill, file, polish, and glue it to the shank. Or ask Savinelli for one.
