I'd have thought that was a 50 year old pipe with some shellac worn off. That is not a good finish. I guess I would first use a dab of stem polish and gently work it with a finger to see if it removes the dirt and restores the shine. If it isn't good enough I'd use Micromesh polishing cloth and work it lightly 1500g all the way to 12k. If that doesn't work, I'd strip the remaining shellac, hand polish it and wax it.

A big shout out to @ssjones who, despite having to put up with my 5000+ posts on here over the last five years (many of which were sarcastic, obnoxious, politically incorrect, or a combination of the three), took it upon himself to offer to buff out the leather scuffs. As the photos below (his photos) clearly evidence, he did the kind of job to where I could never tell anything ever happened at all. Thank you Al!

In that five years' time, I've seen such unbelievable acts of generosity on this forum, and even been the beneficiary of some of them. This one takes the cake...pardon the pun!

It was my pleasure. I enjoy working only working on cool pipes and sometimes that presents me with pipes that wouldn't normally be in my wheelhouse. I was impressed with that one!
It was just sun faded. I buffed it, which brought back some of the color, but it was still a little uneven. I mixed up some nearly neutral stain and wiped it on, so it evened out the finish. Then buffed and waxed back up.
Enjoy it!
