Is it really packed that loosely? Don't think much of that. A tight pack helps to preserve freshness.
It's packed quite firmly. You loosen it with a finger or tool before dumping it into your pipe. Actually I'm more familiar with the Half & Half tins, if one can call memories from when I was six "familiar." My uncles smoked it, and the tins were always lying about. I used them as toys. As I remember, the lids on the ones similar to below were a bit sharp. Not enough to cut, but they felt uncomfortable as you pushed the tin open with your thumbs. I can't say I would prefer them to what we have now, but they do look cool.
