I’m a beginner collector of pipes and accessories I have a boxed Sheffield Richards pipe tool and am asking when they were in circulation many thanks

I’d love to see it as well. And I hate those little serrated pipe-knifes, though I’ve used ‘em very gently removing cake inside the chamber mechanically.

ETA: I need to get one just like @sandollars has in his pic.

That's a beautiful pipe tool. One attribute of the old minimal-cost pipe nail is that the scoop won't do any damage, and it combines the tamper and scoop in one simple design. Also, as one of those ironies of life, you just about can't lose a pipe nail, whereas an expensive pipe tool could be off to see the world.
