mawnansmiff is right. This was made in eastern Europe, specifically in the Austro-Hungarian Empire, ca. 1860-1900. The original stem most likely would have been a cherry wood branch, no plastic. Can't tell from the photo if the bit is acrylic or amber, though the original probably would have been horn or bone and much smaller. The specific style is either Rogoczy (Austro-Hungary) or possibly Kalmasch (Germany). Artisans back then shamelessly copied each other's designs and freely created variations to account for differences between meerschaum blocks. Hope this helps.
