I haven't seen one of these, however, as a guess It does look like a cigar holder that might also serve as a cigarette holder. I could imagine smoking a picayune cigarette in one of those. Or? one of those bindles that that Frenchman sells? The Semois guy.

Looks like a hobby piece to me. The photos don't show how the shank attaches to the bowl.

There's nothing new about this kind of pipe. I have a ca. 1930's-40's Barling Travel Pipe that breaks down into three pieces, such that it can be tucked away in a knapsack side pocket or a watch pocket. The shank is threaded internally at the end where it screws onto a metal fitment attached to the bowl. The stem attaches by a standard push tenon. The join between the shank and the bowl is nearly invisible to the eye. Neat little pipe and cleverly made.
