Help Me Identify This Pipe, Please!

Saw this photo on a popular news outlet and wanted to know if anyone could help me identify this pipe. I believe this was taken in the French region of the Hispañiola. Looks like a Castello to me but I am not sure...

Regardless, there aren't enough pixels to enlarge, and certainly no nomenclature is available. I bet you'll get some guesses....

Interestingly the "French region of Hispañola" was called Haiti long before your location (Colorado) stopped being referred to as "Louisiana" and ceased belonging to the French.

Your popular news outlet may have been mistaken, however, as 'loto' (fr: 'lotto') and 'center' (fr: 'centre') aren't French words. Nor are they Spanish words which precludes Hispaniola entirely, I'm afraid. If I were you I'd refocus my efforts on Africa. I'd love to hear what you turn up in terms of Castello distribution there.

In all seriousness, I clicked on this link in good faith to help someone identify a pipe, not to read racist memes. Half of my family is from "Hispaniola" and I find this whole thread to be in extremely poor taste.
