Nah bro that’s silver, hallmarked to 1893. Horn stem too.

I’d expect it to go on eBay for somewhere between $50-200. Depends on who is looking when it’s listed, condition of chamber and of there is a case.
Ok thank it is good idea to polish the silver ? on silver coins it will diminish the value of the coin.

I don’t think polish the silver would diminish the value here, unless you break the pipe or remove any markings. Look up cleaning silver with ash, or just use a jewellers cloth with rouge. Slow and steady. Keep away from a buffing wheel

When it's that heavily oxidized, it may require a dot of toothpaste.

It can be done with virtually no damage to the material. It would likely increase the value when shined up. A bit of mineral oil rubbed into the horn stem will prevent it from drying out and cracking.
