There's a lot of mumbo jumbo, rhetoric, and pulled out of thin air $$$ claims on health, blah, blah, blah, but here is what I derived from this. Here's two copy / paste that are somewhat good news for pipe tobacco and premium cigars, which have been getting swept up as collateral damage in the FDA vs. Big Tobacco Wars.
"the agency is also providing targeted relief on some timelines described in the May 2016 final rule that extended the FDA’s authority to additional tobacco products."
"Under expected revised timelines, applications for newly-regulated combustible products, such as cigars, pipe tobacco and hookah tobacco, would be submitted by Aug. 8, 2021 ..."
So, we get some more breathing room to try to talk more sense into them. It seems some of those efforts resulted in the above, so fingers crossed.
The other general thing I get out of it is that nicotine is bad because it is addictive, so it makes people want to smoke cigarettes, and smoke is bad. However, when I decipher the wording, the impressions I get is that nicotine is bad, but it's not as bad in other forms outside of tobacco, and some people are going to get addicted anyway, so let's make sure they can still get their nicotine without smoke.
It's seems the vape and ecig makers are making better bed partners with the FDA than tobacco.

So we get at least 4 more years before anything effectively happens re: blends going away?
This is better than somewhat good news!

I can't tell if this effects the 8-2018 deadline to stop selling "new" (post 2007) products.

It says:
the FDA expects that manufacturers would continue to market products while the agency reviews product applications.
Which to me reads that manufacturers can just keep doing what they're doing until the application deadline.

My reading-skimming actually- would indicate that the drop dead date is moved back to 2021, but what we really really want is to move the 2007 date forward to now. (No?)

It seems to me that this is a real possibility, since that date was specifically chosen to wipe out vaping and it SEEMS like their stance as of today is much more sympathetic to the vape industry as effective harm reduction.

The FDA does not provide clear verbiage on "new product" sales deadlines, nor do they provide a clearly worded timeline or revised final ruling consistent with previous publications. Instead, we now have a mishmosh of links and web pages with confusing, conflicting and inconsistent information.
It's becoming more and more obvious that the usual funny business in Washington is going down behind closed doors....

No kidding. The absolute 180 on their attitude towards vape has me gobsmacked.
This whole thing supposedly came about as a way to get that under control because of the unknown risk and now they're actively trying to get people to move to vape from cigs? HUH?!
