Dry European Snuff Anyone?

Nasal snuff does have some nicotine to it, so it can satisfy the N hit that some people are looking for.
It also comes in a variety of scents. When you take snuff the smell will stay in your nose for awhile. Some have menthol in them and some people (like myself) like the menthol feel in the nose.

Just wondering, is that quality tobacco people snuff up their nose, or is it just some dust they sweep off the floor and machines at the cig plant?

Like everything, some snuff is really high quality and some snuff is not. It was more popular in the eighteenth century than even pipe tobacco. It's enjoyable primarily for a small, quick nicotine buzz and a very enjoyable fragrance.
It's like pipe smoking. If you haven't tried it, it's difficult to understand the appeal.
EDIT: It can also be an esoteric hobby, like pipe smoking, particularly when you get into the accessories, snuffing techniques and various textures.
