I found with bad neighbors, the best way to mitigate further problems is after the first offense, get a bunch of your fat male friends to come over in nothing but speedos and dance on the lawn to Village People music. They tend not to bother you have that.

Fences make the best neighbors. End of story. Beautiful thing in Az almost all homes have 8 ft block walls. Also would never live in a HOA .
