Blending tobaccos status

Hi All,
Does anyone know if blending tobaccos - eg. blending latakia are affected by the impending regulations?

My understanding is that they are not, at least in regulation concerning blends, as they have not yet become a blend.

It will be drone strikes on those who mix tobaccos! Only mix tobacco at least the blast radius away from the house!
