Cocaine, meth, opioids etc are still illegal. And it seems like a few people still do that stuff. I think the government has its hands full with an arguably futile war on drugs. 0% chance that smoking tobacco of any sort will become illegal. As people have said, taxation and heavy regulation will be used to cull the number of smokers of all sorts, including pipes,

But to answer the question, yes of course I would happily smoke what I have. Such a prohibition falls well within a mallum prohibitum law (ie,something that is prohibited solely because the government says so) as opposed to mallu in se (things prohibited because they are wrong in and of themselves).
