Yes and it applies to other taxes as well. My border hopping once a month to buy cigarettes is technically smuggling because I'm deliberately paying Iowa tax to avoid paying Minnesota tax.- prairiedruid

From the states' view this is collecting taxes that they were entitled to; people weren't reporting to the state what they owed. It's a numbers game, it's easier for states to police thousands of businesses than millions of individuals to collect the tax money they are due.- prairiedruid

Yep this was a different voting than usual. Ginsburg sided with Kennedy, Alito, Thomas, and Gorsuch for the 5 vote majority. Roberts, Breyer, Sotomayor, and Kagan were the minority.- prairiedruid

If the retailer had a physical presence in the state (B&M, warehouse, ect) the retailer had to collect the state's sales tax; otherwise it was the duty of the buyer to self report and pay the tax to the state. Vast majority of people don't do that.- prairiedruid

Blending Tobacco Is It Just Me?
When I'm making a jar of Drunken Penguin (Distinguished Penguin + Rum) I add the rum and seal the jar. Every 3 days or so I give the jar a roll and it's ready to smoke in about 3 weeks.
