By definition, yes. That's what age is. The question I think you are trying to ask is does briar improve somehow with age. Just about everyone seems to agree that it does to a certain extent. Blocks that have 10-15 years on them certainly act differently in the shop than a fresh (6 month-1 year) block when cut.
That said, I've made and shipped 2 pipes to the same buyer many times, and often from totally different briar sources and ages, and occassionally one is mildly preferred over the other, but it's not consistent or major.
Actual quality of the boil/cure seems to play as much of a role in how the wood tastes and smokes.
