Recently I stumbled upon a pipe with a stem made of Juma.

What is that material?
I've also seen quite a few pipes with bakelite stems.

How does bakelite behave as stem material compared to vulcanite and acrylic?

Does it oxidize with time and use?

Juma is a thermoset plastic like bakelite, epoxy, and polyester. Bakelite is great, mine seem a bit softer than acrylic but won't oxidize like ebonite/vulcanite/Cumberland.
