Short of having a hallmarked sterling fitment, it's difficult to date Sasieni pipes to a specific year. The other stampings, such as the type of Sasieni stamp, patent number stamps, etc., help define a range of years.
The origin of the four dots goes back to a lawsuit brought about by Dunhill in the 1920's against Sasieni over Sasieni's use of a single dot on their stems. Dunhill claimed a trademark infirngement which they won in the US, though not in England. As a result, Sasieni implemented a four dot stem logo.
If you post images, including clear images of the nomenclature, people here may be able to give you a better idea of the period in which your pipe was made.
