Yes, it's a way to date the pipes, along with the actual markings. Is this a 4 Dot question, or a Four Dot question...?

Short of having a hallmarked sterling fitment, it's difficult to date Sasieni pipes to a specific year. The other stampings, such as the type of Sasieni stamp, patent number stamps, etc., help define a range of years.
The origin of the four dots goes back to a lawsuit brought about by Dunhill in the 1920's against Sasieni over Sasieni's use of a single dot on their stems. Dunhill claimed a trademark infirngement which they won in the US, though not in England. As a result, Sasieni implemented a four dot stem logo.
If you post images,including clear images of the nomenclature, people here may be able to give you a better idea of the period in which your pipe was made.

Blue, Four Dot stem logos were used on family and post-family Sasieni's (and stamped either "Four Dot" or "4 Dot"). The "Four Dot" pipes are the most desirable. The newer blue dots are different in color, size and shape, after a while, you can spot the new ones pretty quickly.
I've never had a 4 Dot era pipe, but some of them look pretty nice.
