You are correct! The L B stand for Louis Blumfeld, whose company later became BBB. I can't make out the hallmarks. What are the city and date hallmarks?
The brass sleeve was a repair to a broken stem that was done sometime in the last seventy odd years. I have come across these before. Does it have a soldered seem on the base perchance?
