I'm having a hard time reading the stampings because they're a little bit out of focus. Could you upload a better picture of them?

The bottom is clearly 2013 over another number, probably the pipe's production number of that particular year, like the 34th one or whatever.
The initials in a circle above that---probably the maker's---look like "something J" (K? H?)
Everything but the circle is hand etched with a rotary tool, and the circle was likely just a piece of dressed brass or steel tubing used as a stamp. Both those things argue for the maker not being well established/known (well-made professional stamps aren't cheap).

Looking through Grant's archive of pipes has given me a nasty case of PAD way too close to the start of the Chicago Show. BTW, I assume this to be pipe 13087, which is missing from his archive, but there's zero doubt it's one of his.
