Looking at the table of contents everything in the document should be easy to find on google. Also the report talks about the effects an medical use of cannibis, ryo tobacco and big tobacco companies adaptation to a shrinking market. Although the report does state it talks about pipe tobacco I think it's focusing more on pipe tobacco as a loop hole. Of course I'm not going to pay 900 to see if my thoughts are correct lol
