I would like to buy a pipe making kit for my father. He is retired and has always smoked a pipe so I figured this would be a good project for him. Do I just need to buy the kit for him and the tools are included in the kit or would I have to buy the tools separate? I'm not really sure what he would need for this.

Howdy. I bought a kit from Mark Tinsky that included a predrilled block of briar and a stem. This basically means the thing could be smoked as is, since the chamber, draft hole, and stem are already drilled out. Mr. Tinsky did an excellent job of drillng it. My advice would be to buy a predrilled kit if its his first pipe.
I would think at bare minimum a coping saw, a file,and copious amounts of sand paper would be needed. I cheated and have access to a wood shop so I cut some corners.

Will need wood working tools, technically could be done with only a pocket knife but that removes lots of options on shape and designs.
