If there's any kind of profit to be made - there will be a some sort of criminal enterprise.
Especially when, from what I read from our European friends here, their pipe tobacco choices seem to be either very limited or very expensive...the perfect ingredients for a black market.
I remember in the early 90s when I was stationed overseas, bootlegging American liquor and tobacco products was a huge industry...which I know nothing about...I promise lol. Except for like, hearsay and stuff.
same way in the 70's and 80's....... not that i would do anything like that either...

That's why I don't sweat tobacco availability in the future, yes taxes may go up but eventually we'll see the guy on the side street selling pipe tobacco out the trunk of his car like they did liquor and cigarettes during the prohibition era. Wherever there is demand there will be a supply...
The problem not noted in comments so far is that the tobacco being shipped out of China this way is being packaged in phoney name brand packaging, and marketed as REAL brand's tobacco.
Exactly, Smooth - the same problem one sees with counterfeit Cuban smokes.
