I was reading in The Pipe Collector this last month about Rich Esserman packing some of his Magnum pipes lose or tight depending on the type of tobacco. I didn't get the When and How of it from the article. I hope someone can tell me about it or point me to another thread where it was discussed.

There should be a plethora of responses and opinions on this.
I mostly go by the draw itself as some tobaccos will allow a more open draw than others

based on the cut, moisture level, pipe shape, etc.
So, for me anyway, I check the draw as I pack and stop when it reaches my optimum resistance.
The exception to this is the really dense flakes and Virginias (like Darkstar,ODF,FVF)

which I generally cube cut and start more loosely than others.

+1 on Cobguy. The only tobacco that I pack tight and ramrod with my pipe nail is Semois. It's dry and takes to that kind of packing. I've also discovered that it burns very well in a cob.
