When did J. Norman last serve as the importer of Presbyterian? Is there a difference in the latest release and that imported by J. Norman? I ask because I found a tobacconist that has 12 or so J. Norman imported tins for basically internet prices: 11.99. But I have a goodly number of the latest release. So is it worth it to buy these "older" tins?

James Norman last shipped Presbyterian in April 2017, so the tins you found are at least that old.
Aside from age and the differences therefrom, there's no difference between the tobacco then and tobacco now. The manufacturer didn't change, just the importer.
