Is it possible to just make the stem shorter by creating a new lip if the old lip is to messed up? If so, how does one do this?

I did it on a Wally Frank Snorter a while back, had a chipped bit. So, I cut it back just before the chip. The I took a file and created a new lip. While not as flared as the original, it did make the pipe usable again. I use pipe bits, that helped as well.

+1 on the needle files. I did a Grabow Freehand a while back that was chewed plumb through. It came out nice, I think. If you look I think there's a post with photos under the repair and maintenance forum. I did use a Dremel to start the cut lines but it was almost all file work to do it. Oh, and a coping saw with fine blade to cut the stem off after the bad spots.

I had to do it once on a GBD 9438 that had a big piece missing from the button. I detailed the steps with pictures here. I was pleased with how it turned out.
