It is a Moretti horn. This one is graded a three -4. A jaw dropping pipe for a reasonable price. Talked to Marco directly and he hooked me up.

Wow, what a piece of briar! I've always admired those horn shapes, as they show off the briar like no other. But they sure look difficult to smoke. Do you have any other horns that you smoke? (they look so easy to dump ashes on yourself)
I'm waiting on an Ebay pipe from Italy myself. I countered offered and the seller accepted by shipped via slow-boat to the US (bought at the end of July and delivery is 8/15-8/20). With no tracking as well, so I wait patiently.
